need to lock sheet, not the form

Hi everyone,
I have an excel sheet, tak combines empty cells (where different people are required to fill in some information) with forms - namely switches.

I would like to have my sheet locked, so that users can only input data, but not change formatting and formulas. The problem is that when I lock the sheet, I'm not able to change switches in the forms - it says, that the switch is locked. I have tried setting both the switch and the cell beneath it to "not lock", but it didn't have any effect.

Can you please give me some advice how to solve this issue?

what you can do is un lock the sheet format the cell tha you want to
put data in ..just click on procetion .. cclick on or off the box
to protect cells that you or cells that you dont .. the just go back
tools click on protect sheet .. no pasword needed unless you want
this works great .... especially if you have a lot of sheets with data

I'm not sure we understand each other. I know how to lock the cells.

My problem is, that when I lock the sheet (so that the lock on selected cells can become active), it also locks my forms. And users therefore can't choose either option in switches.

I don't know how to lock the sheet (thus the cells), but allow users to choose values in switches at the same time...

No, I'm not. Just a switch that enters a number to a cell. This number is then used in some formulas.

I have uploaded the file to http://leteckaposta.cz/701386106/503 if you want to take a look at it (I'm sorry, but it's in czech - but I hope it's the functionality that matters)
