Need unique numbering in column using two other columns

Thank you advance for any and all assistance. I have a spreadsheet that I need column F populated using Column A values and ascending order numbering based on the number of matching values in column A.

Example if there are three values and the value in A is 5, I need 5.1, 5.2, 5.3. But not all the values are sequential as you can see in this table.
