Needing to press Alt twice when pasting special from another workbook

I have two excel workbooks open. I copy from workbook A, alt+tab to switch to workbook B and then press alt to access the hotkey menu (intending to use alt + esv), but the menu is not being accessed and I have to press alt a second time to complete the operation.

I fixed this on my old computer but just got a new one and can't find the fix online, or remember what I did to fix this last time. Any pro users out there know what I'm dealing with?
 
I've no idea how you fixed it before, or exactly what you want, but if you hold the Alt key down for about a second the tooltips appear & you can then type e (without releasing the Alt key)
Did not know that was possible, seems like a decent workaround. I don't remember how I solved it either but it might have involved changing a windows setting (could have even been a registry edit, I can't recall). I will keep looking and post the solution if I can find it.

What is the shortcut key for Format Selection?
Ctrl+1 (the number one) will open the Format dialog for whatever is selected.
To paste values, I just use the "Right click" key (next to Ctrl to the right of the space bar) followed by v.
A lot quicker & simpler (IMO)
