Nested drop down lists?

Is there a way to make nested drop down lists? Since this might not be the correct terminology, let me give an example.

I can have a single drop down list of say 200 locations. However, I'd like to have a dropdown list of countries. Upon mouseover of USA, I'd then like a nested submenu with list of several states to open. Upon mouseover of a state, the locations in the state would be displayed. Finally, the user could click on the location.

I know how to do this with three seperate cells with the menu for each cell dependent on the value of the proceeding cell. However, I'm looking for a more elegant solution.
