nested function problem

I'm trying to get this function to work and it's driving me nuts.
=IF(ROW()>0, (=MAX(B1:B24)+1))
I can get each of the two individual components to work, but nesting them together successfully is making me coo-coo.
=IF (ROW()>0 ) works and returns a true condition.
and
=MAX(B1:B24)+1 works and increments the highest number in the range by one.

but some how pairing them in an IF conditional with the MAX as the result if the IF returns as true, bombs as a valid function. I'm probably missing a minor syntax issue but I'm blind to it.

Thanks for any help, successful or not.
