Newbie help please, how to add filepath to column

Sorry for the newbie question, but I have searched for a while now and still can't quite figure this out.
I have a column A with a number in it, 1 - 30000.
I want to add a column B that adds a file path of C:\pics\ cell A number .jpg (also add a .jpg to the end)
Can someone PLEASE help?
