newbie trying to setting up database

I work in the marine industry and need to set up a database for barge strappings. What i need to do is type in a measurement such as 3-11-1/4 then look at the strapping table and give me the barrel amount
typical set up will have 1-3 port and star with about 1000 records representing every 1/4 inch and the barrel amount. this database will eventually contain well over 1000 barges. the strapping table is already formatted as decimal so will ned to convert 3-11-1/4 to inches to find a match. Does each barge need to imported into its own table?
