Nine-cell business matrix chart

Does anyone know how to create a nine-cell Industry Attractive-Competitive Strength Matix chart using Excel?

This is a link for what I'm trying to create. It's essentially a bubble chart combined with this. I've been playing around for a while and can't get figure out how to do this. I thought someone has possibly made one of these in Excel before.

If you can create a picture of the grid, you can do a bubble chart, then right-click in the plot area, click on fill effects and picture and add it into the background.
