Non-scrolling columns

I decided to create a vertical navigation bar because I really don't think the navigation bar feature is fit for me. However, the navigation bar disappears when I scroll down. Can I make some columns (or range of cells) non-scrolling? Any solution that allows me not to move my bar up when I scroll down is good enough for me, but I figure it most likely isn't going to be possible.

You could try:
View - Freeze Panes
Yeah, I've tried that. The problem is I want the rest of the sheet to scroll down, but the columns where I have my nav bar to stay in place, so I'm looking for a way to complete freeze a column and prevent it from scrolling down (not right or left)
