Non VBA popup on hover/click of cells, ranges, elements?

Hello!

Is there a non VBA way to create dynamic text popups that will appear on hovering or clicking of cells, ranges or elements e.g. chart elements?

I am aware of the Data Validation trick to show text messages on clicking of a cell but these text messages seem not to be dynamic i.e. to refer to a cell or a named range or anything else that can be dynamically (via formulas etc) updated.

I am also aware of VBA ways to do it but need to avoid them.
