Numbering Line Automatically

I want to have automatic incrementing line numbering in Column A, sheet "All_Amend", but only if there is adata int he corresponding cell in Column, after the data is copying from "Form" sheet.

Formulas are:

A1: =IF(B1<>"",1,"")
A2: =IF(B2<>"",MAX($A$1:A1)+1,"")
Copy down for A3, A4...
