Office Button is disabled in 2007

We have upgraded several machines where I work from Office 2003 to Office 2007. When opening Word or Excel in a few of all the installs done, clicking on the Office Button does not produce a drop down menu. Has this happened to anyone else? And, if so, how did you correct it? Everything I am finding about configuring Word and Excel starts with, "Click on the Office Button".
