Probably something easy but I don't seem to be able to figure it out.

I have a worksheet that I would like certain cells to be locked so that the formulas cannot be changed. However some cells will need to be unlocked so that the user can input data.

How would I do this?

I'm using excel 2003 if that makes any difference.

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
Select the cells that you want to be changeable, Format > Cells > Protection tab, untick Locked and click OK. Then protect the sheet.
