Open a pop up box before file opens

when someone goes to open a certain excel file I want a pop up to show up first with a question that gives them an error message if they pick one choice and opens the file if they pick the other.

I seem to remember this could be done without VBA, but I can't find it. I'm in excel 2003.

VBA would also be fine.

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
The would work if I could change the dialogue box that pops up instead of it saying password.
