open as a readd only unless you want to make changes

I have some worksheets that when I click to open them first come up with a message "it is receommnded you open this worksheet as a read only unless you want to make changes". Then I have to tell it if I want to open as read only or not. How do I turn this feature on and off?

file --> save as --> tools (at the top right) --> general options --> read only recommend
