OPEN command on quick access toolbar

in Excel 2013, I was able to go directly to a File Explorer - type screen directly by clicking on the OPEN command on quick access toolbar. For some reason I cannot do that now - it goes to File screen (not sure if that is the correct name for it) and I need to click COMPUTER then BROWSE to get to the same place. How can I fix this so that it works like before?

Not sure if this is the problem but try

File > Options > Save and then ticking the 'Don't show the Backstage when opening or saving files....' box
