open each file in a folder on desktop and create a report if conditions are met

Hello Group, I am looking for a way to open each file in a folder on my desktop. Folder Name is 'Open Files'. And for example if The date in Cell H4 in each File is in the month selected, for Example August 2021. I need it to copy data from cell C3 from each file and post to a new excel file and save on my desktop. If the Date is not in the month selected, or blank, do nothing. I can have several hundred files in this folder to be opened and checked for the specific cells noted. Hope that makes sense. Thank you for the help.

A bit more information for what I am Trying to get to here. The report File - Devan Dates would be placed in the file on my desktop. I would then select August 2021 for example from the drop down list. The macro would then open each file and look for any file with a devan date in August 2021 noted in cell H4. If yes the data in cell C3 would be listed out in the Devan Dates File. Hope this gives a better understanding of my needs. Thank you.
