Open Window in Excel locked

Why when I go to the open command in excel the window is full sized. I cannot resize it or minimize it. The excel window itself I'm able to resize or minimize, but the minute i click open the window locks - I can't resize or drag it. Any idea why? It's really annoying when I'm trying to look between windows.

If I understand your question correctly, the open popup in excel is what is called modal. This locks the originating window (excel in this case) as soon as you click the open and it stays locked until you finish using the open dialog, so I dont think theres much you can do easily. A quick google search found a few possible vbscript addins that may help but I doubt you want to go that far.
