Opening Tab or Comma delimited files.

Is there a way when starting Excel and opening a tab or comma delimited file that all cells are treated as text, other then thru the Text Import Wizard. The default format for all cells is "General" and I want it to be "Text" if the extension is either .tsv or .csv ?
