Let's say I have two colums...

If the second column is not zero, I want to take the number in the corresponding first column, multiply it by 3%, round it to the nearest whole number, and then take the sum of all such results.
I can't simply do 3% * SUMIF of the total because of rounding discrepancies. Is there any equation (whether or not it uses SUMIF) that'll let me do this?
