Outlook macro: to restrict list of person to be mark

Hi,

I need a VBA code in outlook. The details as below.

If I mark a person in To or CC lets say Name "John Parez". I should get a pop-up (MsgBox) asking "You have marked John Parez are you sure to send the mail?"

If Yes: Mails should send
If No: Cancel send

Note: there is a list of members only for which I should get this msg box before the mail actually sends out.
