Over-riding manual entry fields with a formula in another cell

Hi all,

I am working on a fairly involved costing tool, and I am trying to add additional functionality, but I have hit a wall. Here's what I want to do.

With a formula in an unused cell (or potentially VBA, I have never used VBA before), I want to do the following things:
1) Check to see the value in the "system quote?" cell.
2) If "Yes", Check the value in the "Number of systems" cell
3) Set all the quantity values to the value that corresponds to the number of systems (for example: product A1 has 10 parts per system, product A2 has 4 parts per system, these values are already listed in different worksheets, I just need to reference those cells).
4) if "No", allow the quantity cells to continue to be dropdown menus for manual selection.

Is this possible?
