Over-writing conditional formatting

I have a spreadsheet containing conditional formatting to see whether or not a staff number appears more than once.

The information that is input into this spreadsheet is in CSV format so the user downloads the CSV and pastes it onto the spreadsheet. Unfortunately when this happens they over-write the conditional formatting.

Is there any way to keep formatting without either creating a macro to put it back in or having the user simply 'paste values' instead of all.

The cell is being overwitten along with the formatting, May be use keep destitation formatting might work.

Maybe you could use one worksheet to paste in to, then the next one could link to that exactly, ie cell A1 on sheet2 contains =Sheet1A1!.

You would then paste the csv into Sheet1, and use the conditional formatting on Sheet2.
