Password Encryption option greyed out

Good day,

I am using MS Office 365 updated to the most recent version.
I was sent an email with an excel attachment and I am able to open it without requiring any password via the password encryption feature via File>Info>Protect Workbook>Encrypt with Password function.
It is also not password protected via the Review tab on the Ribbon.

However, after I added additional information I wanted to encrypt it with a password via the File>Info>Protect Workbook>Encrypt with Password function but am unable to do so because it is greyed out along with all other options in this submenu other than Restrict Access.

I have tested several other excel sheets both which I created and which was sent to me in the past and also tested it by having the original author create a new workbook, password encrypt it and then send it to me via email and I am able to open it and remove/change the password encryption, etc.

This workbook in question is greyed out for the author as well.

It is only this workbook which is affected by this problem so am quite sure it is not a registry issue which is the most common problem/solution that comes up when I google this issue.

If anyone has an idea why this is happening please let me know.
