Paste Special problem.

Excel 2002
I have been copying and pasting calculated numbers from one excel to another the whole day today. I was using Paste Special to copy numbers only into a template. I had no problems.
Now, all of the sudden, if I do it within the same Excel sheet it works, if I do it to the Template, I get a different screen.
It's a option box:
"Paste Special" title.

Two radio buttons:
Paste
Paste Link.

What is going on? What changed?

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
I'd guess that you ended up with 2 Excel sessions instead of 1.
