Percentage Complete List/Line Graph that automatically updates when a certain date is reached.

Hey All!
Is there a way to have a formula run(in my case a countif function) on specific dates each month for a period of a year? Can't find any info.
The dates aren't filled in yet, and I am wondering if there is some DATE function that can run itself when the date occurs(like 5/1/2021). I have a project line graph that I want to automatically add a new series whenever that date occurs. I can't use VBA for this, as it is Excel online...
I've attached what the end result should optimally look like, and what it looks like now(without future date values added).
