Percentage Decrease greater than 100%

Hi, I've been racking my brain around this and hope someone can help. Is there a formula that will look at 2 numbers and if the first number is greater to calculate a percentage increase, but if it's smaller to calculate a percentage decrease.
In the screenshot example, L18 is less than L7 and should be = 58.6716% decrease, but it's showing as 142% decrease in M18.
There are times though that L18 will be greater than L7 so I guess I'm looking for some sort of if formula?
Any help would be greatly appreciated.
I'm using office 365

Create a chart in one keystroke
Select the data and press Alt+F1 to insert a default chart. You can change the default chart to any chart type
You were going wrong by dividing by L18 and not L7. You’re looking for the percentage decrease from the last data point, therefore L7 as the denominator.

Alternatively, if you try (L18-L7)/L7, you will find the same answer as above.
