Percentile on a multiple dynamic range

I am looking to do a percentile similar to the sub total function.

I have two columns as shown below

Time Response
17:31 5
17:31 2
17:31 7
17:32 9
17:32 5
.... and so on.

There are about 60,000 rows that i am looking at. The number of rows on each time range may vary. i need to do a 95th percentile on response at each change of time. The PERCENTILE function satisfies the functionality, but i am not good at excel to automate this for each change in time value.
I tried a search, but couldn't find a solution from the earlier posts.
