Im trying to do this percentile slide scale/graph

My data is composed of metric scores from 1 to 16 only

Any help is appreciated

Ugh -- doesn't look hard, just tedious -- a column chart with gradient fill with several stops, an overlaid scatter chart with a custom marker, lots of little stuff. Maybe one of the chart wizards here would know how to do it more easily.
