Permutations

Hi,
I am organizing a golf trip & need the permutation to show who colud play with who !
eg.21 players 7x hanicap 1-14 7x handicap 15-22 & 7x hanicap 23-28.
Would like to arrange permutation to show teams of three 1 player from each handicap group. Is this possible ????
