Perpetual Rankings - rank group against multiple sets of performance

I am trying to easily rank a list of locations based on Sales $ in multiple categories. For instance, I have 1,000 locations that all sell products in 30 category groupings. I have the Sales $ of each store/category in each row and I want to rank each stores rank within the specific category of sales. The best selling store in category X may be the 400th best selling store in Z and so on.

To add a layer of complexity, it would be great to apply an "A, B, C, D" ranking to each store based on the below:
  • A - top 15% of locations
  • B - second 35% of locations
  • C - third 35% of locations
  • D - bottom 15% of locations
