Personal Macro Workbook

I have created a macro which I have stored in the personal macro workbook [c:\docuements and settings\application data\microsoft\excel\xlstart\personal.xls] with the understanding that this file will be opened every time that Excel is opened. All of the sudden, this workbook is not being opened when Excel starts. I have to manually open this workbook like any other workbook I want to open. Is there a setting that I have to change to get this to open at start up? Thank you, in advance, for any assistance on this.
