Personal workbooks and Macros in XP

I am trying to help at high school teacher she is having students create macros in Excel XP. Some of the computers give her a message that a Personal workbook must be open to create macros. How do you create a personal workbook.
She says she has changed the security level to low. Can any one please help us out?

WELCOME TO THE BOARD!

When you create a macro, a window will pop up asing you to name the macro. At the bottom of this same window you will be asked WHERE to save this macro. Select Personal.xls and it will create the file if it isn't already created.
