Pivot table and DAX formula not showing "items with no data"

I am trying to do something I have done before, however, it is working I must be doing something wrong but for the life of me I can not think what it is.

Here I have a pivot table and the names are inserted using DAX formula. I have created a new measure for the pivot table. This is unfiltered / unsliced. This is how I want the table to look once it is filtered.

As you can see my pivot table will not allow me to "show items with no data"

In the pivot table settings I have tried every combination of settings to get this to work.

However, as you can see once it is filtered it removes all the of items with no data.

What am I missing? This is the formula I am using to get the names into the cells, I don't think it has anything to do with this.
