Pivot table field is text but label filtering is disabled but value filtering is not.

I have been given a pivot table which contains a part description field which is all text. When I try to filter for descriptions which start with, the label filtering is grayed out but the value filtering is active. In addition, there is also a top 10 selection which makes no sense. The data section contains part counts over several months and those are the only numbers.

How to I get this thing to allow label filtering and what is it filtering for values?
