Pivot Table - Report Filter Help

I have a file with about 15000 rows and 20 columns of data. In column "P" there are 15 questions (1 per row) and the corresponding answers are in column "R". I need to create a Pivot Report Filter using 4 of the questions from column P, and all of their possible answers in column R.

Is this possible?


Example:

Column P Question 1: "What state were you born?" (multiple possible replies in column R)
Column P Question 2: "What city do you currently reside? (multiple possible replies in column R)
