Pivoting text data

Hi,

I'm looking to pivot a table that is not based on digits but rather on text. Its basically for 4 improvements for 4 different towns, and its current status. Please see example as below.

Now I want to add some cost and it looks as follows :

Then some comments:

Then start and finish date of the improvement.

Now is the tricky part of creating the pivot as it never looks like I want it to look, but ideally it would look like below. Now, it is counting how ON HOLD, N/A, Live and proposal statuses there are per London etc.

Now is the most important part. When I double click on the D3 (with 2 in the cell) I want it to open a summary as per below basically looking up the IMP,COST,COMMENT and Date tabs.

This might be dead simple, but it doesn't work for me. I tried to explain it best I could with keeping it simple, but if anything is unclear please let me know.

If A2:A50000 contain data. Enter a formula in B2. Select B2. Double-click the Fill Handle and Excel will shoot the formula down to B50000.
I can attach the excel file it this helps. Im on work pc and cannot install mini sheet plug in.
