Please help me create a formula

Hello all,

I am trying to put all the arguments in one formula but failing. Can you please see if you can assist -

1) F2 should be equal to C2 but if E2 is less than C2 then F2 should be E2
2) If F2 is in negative then it should be either "0" or " No transfer required "
