Plot Series On options missing from Chart options

I will probably kick myself for this - but I can't figure it out.

I have a bar chart with 5 series. I want to add the one to the secondary axis. When I right-click the series and go to "Format Data Series", I have "Series Options" at the top. Usually I can now see a section here called "Plot Series On", and I can choose primary or secondary axis. But for some reason this is not available. All I see under my "Series Options" are "Gap Depth" and Gap "Width" sliders.

I have charts in other files with secondary axis and I cannot figure out the differences!

Please assist.
