Populate Another Tab on Spreadsheet Based on Conditions

I have a spreadsheet which, amongst other tasks, calculates the time taken to complete a project. Sometimes these projects go over their scheduled timescales of 3 months (365/4), in which case I'd like the project number and name to appear on another tab which would allow the manager to then manually add the reason why the delay. Is this possible without the use of VBA?
