Popup message baised on two cell values

I am trying to figure out how to have a popup message appear based on cell values. For example if u1000 = 19 and v1000=10 also a different popup should the value of v1000 be <10 but recurring on each row. I have conditional formatting to change the cell's fill but would also like a popup message to appear.

Any assistance on this would be greatly appreciated.
