Positive / Negative values with decimal increments for a spin / slider

I hope my thread title have been insisting my query..

I searched before post and found 8 years back post..

Negative values and decimal increments for a slider

Is there any way around the control toolbox spin button constraint of integer values so that a scroll bar can go from -X to X (when the value is less than zero the linked cell goes to 65535)? Also is there a work around to reduce the small change increment property to 0.1? Thanks experts.
