I would like to know where I can download Power Pivot for Microsoft home and business 2013

As you've noticed, Power Pivot isn't part of those Office packages, but this article talks about a workaround that may work for you - purchase a volume license for $30.

unlikely I think. This is expensive software to develop and it is considered as Enterprise software and is sold at an extra price bundled with the Enterprise versions of Excel. If you want a free alternative, use Power BI Desktop. You can also use my Excel template to connect to Power BI desktop.
