Predicting Which Random Records Will Match Source

Is there a way to set up excel to accurately predict,
which of the next 30 randomly generated records
in e1015:e1044 will match the list of records in r4:r76,
based upon the matching record results history from
the 2 sources within t4:t1003. The matching records
in this range are equal to "Y" and no match equal "N".

the predicted results are recorded in e1015:e1044 as follows for
the 30 new records:

Given all usual definitions of predict and random, no. This is why:

1) Lotteries work
2) Lottery prediction schemes don't, and
3) Given the existence of people who perversely refuse to believe either (1) or (2), lotteries have been called a tax on those bad at maths.
