Printing from acViewPreview

When I enter a program by holding the shiftkey, if I click on a command button to open a report in preview mode, it opens and the printer/export icons are there.

When I entere by not holding the shift-key, there is only a blue bar across the top when I run the same report. What am I doing wrong?
