Problem making Excel Vlookup formula

Hi All please find the attached spreadsheet, I'm having a problem making the drop down list in (D3) and in (A23) work together at the same time. I want to be able to control the value in (K23) by choosing either drop down list. So for example I choose a name in (A23) it will bring up a value in (K23), then when I change the item in the drop down list in (D3) I want the value in (k23), all fed by the attached tables. Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
