Problem with COUNTIF

Morning all, am using a formula which I've used countless times, nothing complicated with it at all but seems to have found a new problem

=COUNTIF(I3,$I$3:I4)

I have just over 9000 rows and was copying the above formula down

As soon as I do that I get a SPILL! error, never seen that before, read a few articles and perhaps wrongly thought that by prefixing it with a '@' might solve the problem...well it sort of did, the error disappeared but a quick cursory check and where I would have expected on one cell for the result to say 2 it only says 1...which makes me think the formula is now not quite working as expected

Any ideas

You have the arguments the wrong way around. Try
=COUNTIF($I$3:I4,I3)
