Problem with date format

I'm working on a sheet where each month I add new data. Column C has a date in it. Visually it appears as 2022-02-01. Column I reads that using this formula =DATEVALUE(C1027) and it appears as 2/1/2022

If I pull C1027 down, C1029 changes 1o 2022-02-02, and I1028 reads 2/2/2022. I change C1028 manually by entering 2022-03-01and I1028 reads #VALUE! instead of 3/1/2022.

I've checked the format of cell C1027 as General and the sample shows 2022-02-01. I go to the format of C1028 and general displays 44621 and I can not change it. I've tried Custom and entered yyyy-mm-dd and that doesn't resolve it.

Any suggestions?

I read recently that changing format won't always change the actual data type unless you re-enter the value. Try deleting, formatting, then re-enter.
44621 is the real value for 03/01/2022
