problem with formula using max

Can anyone help please? For some reason the highlighted tab is shown 174 but I want that the number on this cell does not exceed the 173.33, so he maximum number will be 173.33. If the number on the red tab will be changed to 176 then the formula will work perfectly
 
So in column AH i have the hours that needs to be worked by the employees and in column AG i have the hours worked by the employees.

In column AL I need to know how many hours they worked but it must be more than 173.33.

so example if in AH4 is 2 in AL needs to be 2 but if AH5 is 180 in AL needs to 173.33

Is the value in AL limited to 173.33 regardless of whether AG is less than, equal to or greater than AH?
