Problem with print size and jpg

I have a problem with printing A4 format from Excel and a problem related to importing a jpg in the original A4 size exported from a pdf that is the original A4 size and is displayed as such. When the jpg is imported into Excel, its size exceeds the size of the A4 set format in Excel, and that is a problem, and when I try to proportionally reduce the jpg and fit it into Excel's A4 format, the print is significantly smaller. How can I solve this problem so that Excel, jpg and pdf are 1:1? I need to do that because I have user forms done and VBA programming in the background that does some other things related to that print. Does anyone have a good idea to suggest how to solve this problem, thanks.
